ACA Health Insurance Subsidies for 2027: What Agents Need to Know After the Enhanced Credits Expired
In short: The enhanced Affordable Care Act (ACA) premium tax credits that lowered Marketplace health insurance premiums from 2021 through 2025 have expired. Standard subsidies remain, but households above 400% of the federal poverty level no longer qualify, and many clients receive less help. Starting with 2026 coverage, there’s no cap on repaying excess advance subsidies at tax time. Agents who review income, plans and total cost with every client before January 15, 2027, will protect clients and their own books.
For four years, enhanced subsidies made ACA coverage more affordable for millions of people. Many clients got used to $0 or very low premiums. Those days are over for a lot of households.
This Open Enrollment, clients will have questions, and some will be upset. The agents who explain the changes clearly and find the best available option will keep their clients’ trust.
What Changed When the Enhanced Subsidies Expired?
| Topic | 2021–2025 (enhanced) | 2026 and later |
|---|---|---|
| Income limit for a premium tax credit | No upper limit | Up to 400% of the federal poverty level |
| Share of income clients pay | Lower | Higher for most households |
| $0 premium plans | Widely available | Fewer clients qualify |
| Repaying excess advance credits | Capped for most incomes below 400% FPL | No cap, starting with 2026 coverage |
Standard premium tax credits are still available. Many lower- and middle-income clients still get meaningful help. Cost-sharing reductions on Silver plans also remain for eligible lower-income households.
What Else Is Changing for 2027?
Several other changes affect your clients:
- Immigrant eligibility narrows. Starting in 2027, premium tax credits are limited to certain groups, such as lawful permanent residents, certain Cuban and Haitian entrants and certain Compact of Free Association migrants.
- Auto-renewal is ending. Federal law ends Marketplace auto-renewal starting with the 2028 plan year. Beginning with Open Enrollment in fall 2027, clients will need to actively verify eligibility to keep their subsidies. Start building active-renewal habits now.
- Premiums are rising. Many carriers filed large rate increases for 2027. Some clients will see big jumps on their renewal notices.
See our post on 2027 ACA renewal notices for how to walk clients through what they receive.
How Should I Talk With Clients About Higher Premiums?
Lead with empathy and options. A simple approach:
- Acknowledge the change. “The extra federal help ended, and that’s why your premium went up.”
- Update their income. An accurate estimate gets the right subsidy and avoids a tax-time bill.
- Compare metal levels. A Bronze plan may lower the premium. A Silver plan with cost-sharing reductions may lower total cost.
- Show total yearly cost. Our guide on explaining deductibles, copays and coinsurance helps here.
- Fill gaps. Hospital indemnity or critical illness coverage can help clients who move to a higher deductible.
Why Does Accurate Income Matter More Now?
With no repayment cap, a client who underestimates income could owe back the full excess subsidy when they file taxes. That can be a painful surprise.
Encourage clients to estimate income carefully, include all household income, and report changes during the year. Document your conversations. Clear notes protect both you and the client.
