Turning 65 Clients: A Step-by-Step Medicare Enrollment Guide for Agents
In short: Most turning-65 clients should enroll during their Initial Enrollment Period, a 7-month window that starts 3 months before their 65th birthday month and ends 3 months after it. Your job is to confirm their timing, help them sign up for Parts A and B if they aren’t enrolled automatically, then compare Medicare Supplement, Part D and Medicare Advantage options. Starting the conversation 4 to 6 months early gives you and the client time to get it right.
Turning-65 clients are the steadiest source of new business in Medicare. Every month, a new group of people in your area becomes eligible. Many are anxious, overwhelmed by mail and unsure where to start.
An agent who brings calm and a clear process earns a client for years. That client often brings a spouse, friends and family members too.
When Should I Start Talking With a Turning-65 Client?
Start early. Four to six months before the birthday month is ideal. That gives you time to:
- Learn whether they’re still working and how their employer coverage works.
- Collect their doctors and prescriptions.
- Explain their options without a deadline pressing on them.
If a client is still working, the timing may change. Our guide to clients working past 65 covers employer size and the Part B Special Enrollment Period.
What Are the Steps to Enroll a Turning-65 Client?
Use the same process every time. It keeps you organized and compliant.
- Confirm the Initial Enrollment Period. Map out the 7-month window on a calendar with the client.
- Check for automatic enrollment. Clients already getting Social Security or Railroad Retirement benefits are enrolled in Parts A and B automatically. Their Medicare card arrives about 3 months before their birthday month.
- Help with Part A and B sign-up if needed. Others enroll through Social Security online at ssa.gov, by phone at 1-800-772-1213 or in person. Encourage them to apply early in the window so coverage starts on time.
- Review employer coverage. If they have coverage through current employment, decide together whether to delay Part B.
- Gather needs. Doctors, hospitals, prescriptions, budget and travel plans.
- Compare both paths. Original Medicare with a Medigap and Part D plan, or a Medicare Advantage plan. Our post on explaining Parts A, B, C and D gives you a simple framework.
- Enroll and follow up. Submit the application, then check in when ID cards arrive and again after the first doctor visit.
Why Is the Medigap Open Enrollment Period So Important?
The Medigap Open Enrollment Period lasts 6 months. It starts the first month a client is 65 or older and enrolled in Part B. During that window, insurers can’t turn them down or charge more because of health history.
This is often the best chance a client will ever have to buy a Medicare Supplement without underwriting. Make sure every turning-65 client understands that before they choose a path. Our Medigap guide for agents goes deeper.
What Mistakes Should I Help Clients Avoid?
- Waiting until the last month. Coverage can start later than expected if they enroll after their birthday month.
- Skipping Part D. Clients without creditable drug coverage may owe a late penalty for as long as they have Part D.
- Delaying Part B without qualifying coverage. COBRA and retiree plans don’t count as current employment coverage.
- Forgetting HSA contributions. Clients must stop contributing once Medicare starts. Part A can be backdated up to 6 months.
- Choosing a plan without checking doctors and drugs. Always run a network and drug check before enrolling.
